The receiving entity for federal capital instruments across the critical minerals supply chain, including Defense Production Act Title III instruments, Office of Strategic Capital credit programs, the Industrial Base Fund, National Defense Stockpile channels, DOE Loan Programs Office facilities, EXIM financing, and DFC facilities. Structured to satisfy eligibility, governance, and reporting requirements from inception.
U.S. Refinery Operations
Holds equity interests in U.S. refinery joint ventures under the Country-to-State Pairing Doctrine. Each refinery is calibrated to the workforce, regulatory, energy, and industrial profile of its host state.
Federal and Multilateral Coordination
In coordination with DLG Partners, engages federal agencies, Congressional bodies, and multilateral systems. This is not lobbying. It is alignment of infrastructure programs with federal systems.
Sovereign Counterparty Function
